I am writing to express my hope that Canada continues to be a strong partner of the ADF at the Replenishment session taking place in London, UK on December 15 to 16, 2025 by: Pledging to increase our 2025 contribution from the 2022 commitment of $369 million and following other shareholders such as the United Kingdom and Germany in supporting the amendment to the ADF’s charter to allow it to raise additional funds from capital markets.

As you know, since 1973, Canada has been a proud member of the ADF, the concessional lending and grant arm of the AfDB. As one of the Fund’s top shareholders, Canada has played a meaningful role in shaping ADF’s investments priorities, policies, and overall impact across the African continent.

The ADF remains one of the most effective vehicles for promoting sustainable economic growth, strengthening stability, and creating more prosperous trade partners for Canada and it is crucial that Canada continue to lead.

Doing so will reinforce Canada’s leadership, advance our strategic interest, and contribute to African-led development at a moment of significant global change.

Je vous écris pour vous faire part de mon espoir que le Canada continue d'être un partenaire solide du FAD lors de la session de reconstitution des ressources qui se tiendra à Londres, au Royaume-Uni, les 15 et 16 décembre 2025, en : s'engageant à augmenter notre contribution pour 2025 par rapport à l'engagement de 369 millions de dollars pris en 2022 et en suivant l'exemple d'autres actionnaires tels que le Royaume-Uni et l'Allemagne en soutenant la modification de la charte du FAD afin de lui permettre de lever des fonds supplémentaires sur les marchés financiers.

Comme vous le savez, depuis 1973, le Canada est fier d'être membre du FAD, la branche de la BAD chargée des prêts concessionnels et des subventions. En tant que l'un des principaux actionnaires du Fonds, le Canada a joué un rôle important dans l'élaboration des priorités d'investissement, des politiques et de l'impact global du FAD sur le continent africain.

Le FAD reste l'un des moyens les plus efficaces pour promouvoir une croissance économique durable, renforcer la stabilité et créer des partenaires commerciaux plus prospères pour le Canada. Il est donc essentiel que le Canada continue à jouer un rôle de premier plan.

Cela renforcera le leadership du Canada, fera progresser nos intérêts stratégiques et contribuera au développement mené par l'Afrique à un moment où le monde connaît des changements importants.
