Dear ,

I am writing today to ask you to speak up for several investments that help save millions of lives, build stable partners, and keep Americans safe. In addition, please ensure that foreign assistance funds are spent as Congress directs, including prior-year funds that remain unobligated. Congress must assert its essential role in effective, innovative foreign assistance through robust oversight.

The Global Fund to Fight AIDS, Tuberculosis, and Malaria has saved 70 million lives and returned billions to the U.S. economy. Continuing U.S. investment in this successful public-private partnership under the longstanding 1/3 match requirement ensures that U.S. funds leverage robust contributions from other donors. I request $1.533 billion for the Global Fund for FY27 and urge Congress to require obligation of the approximately $1.8 billion in overdue funds previously appropriated for the Fund’s last replenishment.

Gavi, the Vaccine Alliance, has vaccinated 1.2 billion children and saved more than 20 million lives, with a proven record of moving countries to self-sufficiency. It is also a direct return to American industry: Gavi has purchased more than $12.5 billion in goods from U.S. companies since 2012, procuring more in the United States than the United States spends on Gavi. Please support Gavi at not less than $300 million for Gavi for FY27 (FY26 enacted levels).

PEPFAR (The President’s Emergency Plan for AIDS Relief) has saved 26 million lives through integrated services — prevention, testing, treatment, and health systems strengthening — that set it apart from other global efforts. Robust funding is critical next year as the U.S. begins making the breakthrough HIV drug Lenacapavir available in target countries while also preparing to transition away from PEPFAR. I request not less than $4.6 billion for PEPFAR for FY27 (FY26 enacted levels) and urges Congress to ensure the Administration submits a thorough transition strategy, as required in FY26 appropriations, so that decades of hard-fought gains are protected and a responsible transition is adequately resourced.

The African Development Fund (AfDF) is the concessional lending arm of the African Development Bank Group and turns modest U.S. contributions into outsized investment: Every dollar the U.S. contributes generates $10 in direct project investment. Its low-cost grants and loans build the critical infrastructure (roads, ports, and bridges) that low-income and vulnerable African countries need to become stable, prosperous partners for American trade. As a top shareholder, the U.S. helps shape AfDF’s policies and priorities at modest cost. I urge Congress to restore AfDF funding at not less than $197 million for FY27 (FY25 enacted levels; AfDF was unfunded in FY26) and to ensure that previously appropriated FY25 funds are obligated to complete U.S. commitments to the Fund’s 16th replenishment.

The International Development Association (IDA) serves the world’s poorest countries with low-interest loans and grants that build toward self-sufficiency. Every $1 the U.S. contributes catalyzes approximately $27 in additional IDA resources. Between 2012 and 2023, IDA support provided 1.18 billion people with essential health services, 117 million people with improved access to water, and 92 million people with new or improved electricity services. Since 1960, 36 countries have graduated from IDA support to become IDA donors. I request not less than $1.06 billion for IDA for FY27 (FY26 enacted levels).

The U.S. International Development Finance Corporation (DFC) is a net money-maker (generating more than $700 million in U.S. deficit reduction to date) that mobilizes private capital in sectors that advance U.S. strategic interests, such as infrastructure, agriculture, and digital and information technology. Through a competitive selection process, DFC provides loans and other support that enable businesses to start projects in markets where traditional financing is difficult to secure, making it a key development tool in the world’s poorest countries, including in Africa. At the end of FY2025, DFC’s portfolio totaled $43.5 billion across 103 countries, with 25% invested in Africa. I request not less than $983.3 million for DFC for FY27 (FY26 enacted levels).

The Millennium Challenge Corporation (MCC) has earned strong bipartisan support from Congress and multiple Administrations for evidence-based, rigorously monitored compacts that tie assistance to demonstrated commitment to good governance and economic reform. For less than $1 billion in annual funding, MCC investments are expected to benefit nearly 400 million people across 47 countries. It repeatedly has been recognized as the world’s most transparent bilateral aid agency. I request not less than $830 million for MCC for FY27 (FY26 enacted level), with no rescission of previously appropriated funds.

Thank you.
