I am writing to you today to express my desire for Congress to provide funding for several proven, cost-effective activities in the National Security, Department of State, and Related Programs Appropriations Act for fiscal year 2027.

The Global Fund to Fight AIDS, Tuberculosis and Malaria has saved 70 million lives globally and returned billions to the US economy. We should continue US investment in this successful public-private partnership at $1.533 billion for the Global Fund for FY27. Congress must also require the Administration to spend the funds previously appropriated by Congress but not yet provided by the Administration for the overdue US contribution to the Global Fund’s 7th replenishment (around $2 billion).

Gavi, the Vaccine Alliance has vaccinated 1.2 billion children and saved more than 20 million lives. It has a proven track record of moving countries to self-sufficiency and procures more in the US than the US spends on Gavi. Gavi has purchased over $12.5 billion of goods from U.S. companies since 2012.  Congress should continue funding at $300 million for FY27, and push the Administration to fulfill prior US funding commitments for Gavi from FY25 and FY26. PEPFAR (the US President’s Emergency Plan for AIDS Relief) has saved 26 million lives, supporting integrated services – including prevention, testing, treatment, and health systems strengthening – that set it apart from other global efforts. Congress must appropriate no less than $4.6 billion for PEPFAR in FY27.

As the concessional lending arm of the African Development Bank, the African Development Fund is an effective vehicle for American investments to promote self-reliance and growth. Congress should restore funding (omitted in FY26 appropriations) for the African Development Fund at not less than $197 million for FY27 (FY25 enacted levels) to fulfill the US commitment to the last installment of the Fund’s 16th replenishment.

The US International Development Finance Corporation (DFC) supports private sector investments in developing countries by providing loans and other support that enables businesses to start projects in markets where traditional financing is difficult to secure. Congress must support continued funding for the DFC at not less than $983.3 million (FY26 enacted levels).

The Millennium Challenge Corporation (MCC) has received strong bipartisan support from Congress and multiple Administrations and been repeatedly recognized as the world’s most transparent bilateral aid agency. Congress should support continued funding for the MCC at not less than $830 million for FY27 (FY26 enacted levels).

The concessional lending arm of the World Bank, the International Development Association (IDA), serves the world’s poorest countries with low-interest loans and grants, assisting their development toward self-sufficiency. Every $1 the US contributes catalyzes approximately $27 in additional IDA resources. Congress should continue funding for IDA at not less than $1.06 billion (FY26 enacted levels).
