The White House has proposed deep cuts to life-saving foreign assistance initiatives, saying that they do not help achieve the goal of making the US safer, stronger and more prosperous. But we know the truth: These programs work and represent less than 1% of the federal budget.

I am writing to respectfully urge you to reject the cuts to critical, life-saving global health and other development programs included in the President’s recent budget request for fiscal year 2026. Overwhelming cuts to effective assistance would be reckless and self-defeating, threatening lives and stability around the world.

Instead, I urge you to request and support the continuation of current funding levels (most recently signed into law by President Trump on March 15) for specific activities with longstanding bipartisan support and proven effectiveness. They save millions of lives, keep disease at bay, and drive economic growth and self-sufficiency. Continuing this funding is not at odds with administration efforts to restructure the State Department. These activities include:

The President's Emergency Plan for AIDS Relief (PEPFAR) at $4.7 billion, to ensure that more than 20 million people continue to receive lifesaving antiretroviral treatment and 83 million people receive HIV testing services, including mothers and their children;

The Global Fund to Fight AIDS, Tuberculosis, and Malaria at $1.65 billion, to continue U.S. contributions to that public-private partnership that has helped save 65 million lives;

Gavi, the Vaccine Alliance, at $300 million, to continue U.S. contributions for a public-private partnership that immunizes millions of children in low-income countries, with vast economic benefits;

The Millennium Challenge Corporation (MCC) at $930 million, to continue an innovative assistance agency created by Congress, which promotes sustainable economic growth through rigorously monitored assistance compacts with countries that demonstrate commitment to good governance and economic reform;

The U.S. International Development Finance Corporation (DFC) at no less than $571 million to support economic growth and advance U.S. strategic interests by mobilizing private capital; and

The International Development Association (IDA) at $1.38 billion for U.S. support to IDA, which provides zero/low-interest loans and grants to the 75 lowest-income countries to support activities to build economic growth, job creation, higher incomes, and better living conditions.

Continued U.S. leadership on these smart investments helps make America safer, stronger, and more prosperous. Failing to fund them would endanger countless lives, upend decades of progress, and damage U.S. global credibility.
