I was alarmed to see that the House is considering several amendments to the National Security, Department of State, and Related Programs Appropriations Act for Fiscal Year 2027 (H.R. 8595) made in order.

I urge you to vote against the following amendments:

Perry 13 / Rules #138 (Eliminating MCC funding) – Contrary to the administration’s request and the underlying bill, this amendment would eliminate FY27 funding for the Millennium Challenge Corporation. As the administration has stated, “MCC makes America safer, stronger, and more prosperous by building large-scale infrastructure and securing strategic reforms in key countries that support U.S. businesses, counter malign influence, and enhance our national security.” MCC’s competitive selection process, transparency requirements, evidence-based investments, and focus on country-led solutions are vital to building self-reliant economic partners for the United States. Vote “no” on Perry 13.

Perry 16 / Rules #142 (Eliminating AfDB contributions) – This amendment would eliminate U.S. contributions to the African Development Bank, contrary to the administration’s request for $54.6 million for AfDB in FY27 (significantly higher than the already reduced AfDB funding of $32.4M in the underlying bill).  U.S. contributions are a smart investment in regional stability, helping to make African countries more resilient to food shocks, energy disruptions, and economic spillovers from conflict. As the administration notes, “U.S. contributions help to catalyze additional resources from other shareholders and the private sector” and “come with strong accountability… making it an important alternative to coercive and non-transparent borrowing from China for developing countries.”  Vote “no” on Perry 16.

Steube 27 / Rules 96 (Nigeria Conditions) – While I support the anti-violence benchmarks that the underlying bill conditions 50% of Nigeria’s funding on, this amendment (to condition 100% of assistance on those benchmarks) could harm the victims of that violence by withholding assistance for atrocities prevention, religious freedom, and lifesaving health and humanitarian aid prioritized in the underlying bill. Please vote “no” on Steube 27.
